Justice Minister tables NGO, NEC Bills before parliament for amendment

The Minister of Justice and Constitutional Affairs, Ruben Madol Arol on Monday tabled the Non-Government Organizations (NGOs) Act, 2016 and National Examination Council Act, (NEC) 2011 before the Transitional National Legislative Assembly (TNLA) for amendment.

Madol while presenting the NGOs bill 2024 before the house for amendment , said they want it to conform to the 2018 Revitalized Agreement on the Resolution of Conflict in South Sudan (R-ARCSS) and the constitution to create an enabling environment for NGO operations in the country.

The 35-chapters in the NGO bill provide legal framework for registration, coordination, facilitation and monitoring of the operation of NGOs in the country.

Madol said the purpose for the amendment of 7-chapters of the National Examination Council bill is to incorporate offenses and penalties associated with examination malpractices.

“The purpose of this Amendment Bill is to amend the National Examination Council Act, 2011 to incorporate offenses and penalties that were not foreseen due to technology evolution under the Act,” he said.

The two bills were presented in their first reading during an ordinary sitting chaired by Dr. Jemma Nunu Kumba, Speaker of the TNLA.

The National Examination Council bill proposes offenses and penalties for printing, publishing or promoting by any means examination questions, answers or any assessment systems with intention of cheating or disturbing exams.

Natelina Amjima Malek, Deputy Chairperson of the Parliamentary Committee for Information and Communication said the Speaker submitted the bills to the relevant committees of Human Rights and Humanitarian Affairs, General Education and Instruction and Legislation and Justice for scrutiny.

Amjima who doubles as the deputy spokesman of the TNLA said the committees are expected to present the bills for debate within 14 days from now.
