The Speaker of the Transitional National Legislative Assembly, Rt.Hon Jemma Nunu Kumba has declared 4 month recess for legislators starting from December 18, 2024 to the first week of April 2025.
“The key agenda of today is the declaration of the recess of the Transitional Legislature by the Speaker and this is in accordance with our regulations. Pursuant to Regulation 23.3 and 4 of the Transitional Legislative Assembly, Conduct of Business Regulation 2011 amended 2021 and read together with Regulation 41.1b and 2 of the Council of States, Conduct of Business Regulation 2011 amended 2021 and after consultation with His Excellency the President of the Republic of South Sudan, I Jemma Nunu Nkumba, Speaker of the National Legislature, RSS, do hereby declare recess. Till the first Monday of April 2025,” Kumba said during the sitting yesterday in the capital Juba.
She said that the house will resume for sitting in case of any emergency and on the request of President Salva Kiir Mayardit.
Kumba said that prior to announcing the decision, she consulted with President Kiir in accordance with their regulations on whether they should go for recess or not, adding that the President granted them the green light to go on recess.
“I also want to highlight some of the outstanding bills that are yet to be tabled once we come back from recess, and most of these bills are already with the committees. We have the Wildlife Conservation and Protection Area Bill that is with the committee, National Audit Chamber Act Amendment Bill, Cybercrime and Computer Misuse Bill, Non-Governmental Organization Act 2016 Amendment Bill 2024, National Examination Council Act 2011 Amendment Bill 2024, the East Africa Community Treaty Bill, Sports Development Policy 2024-2030, National Land Policy 2024, and National Youth Development Policy. These are the bills that were presented and they were committed to the respective committees for scrutiny and subsequent tabling and enactment by the House,” she disclosed.
The Lawmakers have gone for recess without salary.
“I am aware that there are concerns about the recess funds that were supposed to be given to Members of Parliament for the first recess and the second recess and also this recess. This is a requirement by law, but due to the difficult economic situation we have, these funds were not provided for the Members of the House,” said Kumba.
