Cabinet approves operationalization of CTRH and CRA mechanisms

The council of ministers in its meeting on Friday approved the report on the operationalization of the Commission for Truth, Reconciliation, and Healing  (CTRH) Act 2024, and the Compensation and Reparation Authority (CRA) Act 2024.

This comes after the minister of justice and constitutional affairs, Ruben Madol Arol, presented the report during the cabinet meeting, which was chaired by President Salva Kiir on Friday.

The minister of information, communication, Technology and postal service, Michael Makuei, said the cabinet approved the report for the operationalization of the two commissions.

“The cabinet approved the report and gave him (the minister of justice) full authority, and authorised him to set up a panel to identify the members of the panel, so that the operationalization of these two laws takes effect,” said Makuei at media briefing in Juba.

The CTRH and CRA laws were passed in 2024, but had not been operationalized.

 “It is worth mentioning that these two laws were enacted in accordance with the provisions of the R-ARCSS. It is the agreement that provided for the establishment of these institutions so that peace and security can prevail, so that those who are affected can be compensated and given reparations,” said Makuei.

He disclosed that these two commissions need foreign representation, adding that there are institutions or stakeholders that are supposed to be members of those institutions.

Makuei stated that the cabinet approved the request of Ruben Madol Arol, the Minister of Justice and Constitutional Affairs and directed him to proceed with the operationalization of these two acts.

In 2023, the council of ministers approved two bills for the establishment of the Commission for Truth, Reconciliation and Healing, and the Compensation and Reparation Authority.

Chapter five of the 2018 peace agreement calls for the transitional unity government to establish the CTRH, CRA and the Hybrid Court to try crimes committed since outbreak of conflict in December 2013.
