The chairperson of the Ceasefire Transitional Security Arrangements Monitoring & Verification Mechanism (CTSAMVM), Maj. Gen Yitayal Gelaw Bitew on Tuesday called for the immediate deployment of the Necessary Unified Forces, as stipulated in the 2018 peace agreement, following multiple violations particularly in Nasir, Upper Nile State.

Bitew said that the community in Nasir town, where recent fighting happened have expressed frustrations over insufficient access to State security services amid the long- delayed deployment of unified forces.

“This situation is further exacerbated by the fact that a significant number of trained Necessary Unified Forces are still awaiting deployment from the training centres,” said Bitew during the CTSAMVM Board meeting in Juba.

He noted that delay in deployment of the unified forces is hurting local communities across the country.

“We are witnessing the consequences of these delays first hand, and it is clear that immediate action is required. The need for trained, deployed forces has never been more urgent to restore peace and stability,” said Bitew.

He said that the CTSAMVM violation report of January 2025 provides details on the recent fighting in Nassir town, adding that CTSAMVM participated in a joint dynamic air patrol to Nasir on January 16, 2025.

CTSAMVM had patrols that included members of the Technical Committee, who engaged with both security forces and local civilians to understand the underlying causes of the conflict.

“The goal of our visit was to engage with all stakeholders’ security personnel and community members alike,” said Bitew.

“We sought to understand what drives the conflict in Nasir and how CTSAMVM can support future peace efforts in the region,” he added.

Bitew stated that despite these challenges, CTSAMVM remains committed to supporting peacebuilding efforts and ensuring that the peace agreement is upheld in Nasir and other regions struggling with conflict.
