"We Dare where others fear"

The Center for Peace and Advocacy (CPA) has called on the new Chair of the Reconstituted Joint Monitoring and Evaluation Commission, Major General (rtd) George Aggrey Owinow, to prioritize the timely implementation of the Revitalized Agreement on the Resolution of Conflict in South Sudan (R-ARCSS) to facilitate the holding of peaceful, credible, and fair elections in December 2026.
“The new Chairperson should push the RTGoNU to prioritize the timely implementation of the R-ARCSS to facilitate peaceful, credible, and fair elections in December 2026. Citizens are eager to cast their votes to change the narrative in the country,” said CPA in a statement on Monday in Juba.
RJMEC on Sunday announced Owinow as the new interim chairperson replacing Maj.Gen (Rtd) Charles Tai Gituai who had served in the position since 2020.
CPA said that South Sudanese are yet to fully enjoy the fruits of their country’s independence due to prolonged civil war, which has hindered their creativity and innovation.
“The relaxed manner of the executive members of the RTGoNU indicates that political elites are unprepared to implement the R-ARCSS and the necessary institutional reforms for the country’s transition from war to democracy. Consequently, these political elites seem indifferent to the ongoing suffering of ordinary citizens,” it said.
CPA called upon RJMEC to be proactive on the implementation of the R-ARCSS, adding that the implementation process remains stuck due to the inactivity of the previous leadership, which has caused the general populace to lose confidence in RJMEC.
It further urged Owinow to focus on the graduation of the Necessary Unified Forces to pave way for their deployment.
