The Interim Chairperson of the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC), H.E. Amb. Maj. Gen. (rtd) George Aggrey Owinow, has called on the Sudan People’s Liberation Movement/Army-In Opposition (SPLM/A-IO) to resolve internal disagreements through established party mechanisms.
This call aims to ensure the group’s active and unified participation in implementing the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS).
In a statement following a meeting with the reconstituted High-Level Ad-Hoc Committee on the Implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) on Monday, Amb. Owinow urged the SPLM/A-IO to use internal structures to address their differences, thereby facilitating their active involvement in implementing the Revitalized Peace Agreement.
He encouraged the High-Level Ad-Hoc Committee to expedite its review of the status of Roadmap implementation, highlighting the importance of identifying priority tasks under the R-ARCSS that need to be completed within the remaining Transitional Period before elections.
The interim chairperson noted the necessity of safeguarding the progress made in the past six years of the R-ARCSS and expressed his concerns about the challenges facing the agreement, including limited implementation timeframes, a lack of predictable funding for agreement mechanisms, the prevailing political and security situation, and the resultant divisions within the SPLM-IO.
He appealed for an inclusive approach to implementing the R-ARCSS and reiterated RJMEC’s commitment to continue engaging with all parties and stakeholders to the peace agreement, including regional and international partners.
Amb. Owinow expressed gratitude to the Committee for the comprehensive briefing and acknowledged the enhanced mandate of the Committee as outlined in Republican Order No. RSS/RO/J/17/2025, dated June 4, 2025.
