The South Sudan Civil Aviation Authority (SSCAA), through its Security Department, has successfully concluded a five-day intensive security training program for airport security personnel at Juba International Airport (JIA). This security training focused on upskilling the personnel and culminated in the graduation of 60 officers, who are now equipped with the advanced operational skills and professional discipline required to safeguard South Sudan’s Juba International Airport.
The curriculum focused on essential aspects of aviation security, including access control for personnel and vehicles, screening of passengers and baggage, patrolling and guarding restricted areas, and emphasizing ethics, integrity, and professional conduct.
Aligned with ICAO Annex 17 and the National Civil Aviation Security Program (NCASP), this training highlighted the significance of international compliance and operational excellence. To promote uniformity and authority, the newly trained officers were issued official security uniforms. The core values emphasized throughout the program included professionalism, teamwork, and discipline.
Graduates were reminded that their mission is to protect the airport’s vital operations from all threats and to maintain the safety and confidence of the traveling public at all times
A distinguished group of SSCAA leaders and stakeholders addressed the graduating cohort, delivering messages of encouragement, responsibility, and national vision:
Mr. David Loputu, PR and Communications Manager, SSCAA, emphasized the importance of transparency, public trust, and accountability in executing airport security duties.
Mr. Meen Chol Majur, Training Programs Manager, SSCAA, congratulated the graduates and urged them to uphold high standards: “You are ambassadors of technical excellence. Let this training mark the beginning of continued growth and improved service.”
Col. Phillip Kuch Manyuon, Aviation Security Manager, SSCAA, highlighted the need for unwavering commitment: “This job is not just routine. It demands vigilance, discipline, and a clear focus on your duty without compromise.”
Eng. Kat Mosety, Deputy Manager, Juba International Airport, echoed the importance of collaboration and responsibility: “Security personnel are essential to the daily functioning of JIA and the safety of everyone who passes through it.”
Blashia Akongo James, Director of Air Transport and Economic Regulations, SSCAA, spoke about the gravity of the aviation security mission: “You are entrusted with a critical role—to shield this airport from evolving threats. Your presence here is vital for safe operations.”
Capt. Paduol Wel Ater, Director of Aviation Safety and Security Regulations, SSCAA, issued a firm reminder to act with integrity: “This is the change we need. I congratulate you all, but I urge you not to engage in any illegal activities. You now represent the Authority.”
Hon. John Woja Elinana, Director General, SSCAA, underscored the importance of continued government support in aviation safety and security: “Safety and security remain top priorities. With the support of the government, we are proud to train our security teams to fulfill their duties protecting aircraft, passengers, and infrastructure. We are taking South Sudan’s aviation to the next level of innovation and professionalism.”

Hon. Michael Lopuke Lotyam, Chairperson of the SSCAA Board of Directors, addressed both the graduates and the nation, stressing the professionalization and transformation of South Sudan’s aviation sector: “We are on a mission to make JIA an international-standard airport. Developing this hub is key to advancing our national aviation goals,” he stated, noting the joint efforts with airport management to realize this vision.
The graduation of these 60 officers represents a significant achievement for the South Sudan Civil Aviation Authority (SSCAA) in its ongoing commitment to enhancing national aviation security. This initiative is focused on structured capacity-building, international compliance, and fostering institutional professionalism.
As South Sudan invests in the development of Juba International Airport and its aviation infrastructure, the importance of having a well-trained, ethical, and disciplined security force cannot be overstated.
