Peace Monitor Urges SSPDF, SPLM/A-IO to End Fighting

The Interim Chairperson of the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC), H.E. Amb. Maj Gen (Rtd) George Aggrey Owinow, has called on the SSPDF and SPLM/A-IO commands to immediately cease all hostilities and fully comply with the Permanent Ceasefire and Transitional Security Arrangements.

In a speech delivered virtually to the United Nations Security Council yesterday, he urged all parties to refrain from acts of violence and emphasised the need to hold accountable any individuals or groups attempting to undermine the Revitalised Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS).

He stressed the importance of both army commands urgently restoring full adherence to the Permanent Ceasefire and Transitional Security Arrangements, refraining from acts of violence, and considering all possible measures to hold peace spoilers and violators of the R-ARCSS accountable.

“RJMEC would like to remind this esteemed Council that the R-ARCSS, despite its challenges, has restored relative peace across the country, bringing numerous peace dividends since its signing in September 2018. It remains a blueprint for building lasting peace and stability in the country. It would be tragic if the gains of the R-ARCSS to date were lost beyond restoration.”

He appealed to the UNSC to leverage its influence to salvage the implementation of the Revitalised Peace Agreement and to remain engaged with the situation in South Sudan.

“The current situation and trajectory in the country, if not urgently addressed, risk reversing all that has been achieved and may lead to a collapse of the R-ARCSS, potentially returning the country to armed conflict.”

He stated that RJMEC and its partners, including the African Union Mission in South Sudan (AUMISS), the Intergovernmental Authority on Development (IGAD), and the United Nations Mission in South Sudan (UNMISS), have repeatedly called for constructive dialogue, de-escalation of tensions, addressing the issue of detainees, and a return to full and inclusive implementation of the R-ARCSS.
