The Transitional National Legislative Assembly (TNLA) on Monday passed the Fiscal and Financial Allocation and Monitoring Commission Bill 2024.
The bill calls for the establishment of an Independent Commission to ensure transparency in the allocation of national funds to the States and the Counties.
The Independent Commission shall comprise the Chairperson, Deputy Chairperson and 5 Commissioners.
The commission shall ensure transparency and fairness in allocation of resources to the States and three administrative areas.
The bill fulfills Article 4.11 of the 2018 Peace Agreement, on wealth sharing and revenue allocation.
Susan Thomas Perembata, Deputy Chairperson of the Finance Committee said they recently made the tour to benchmark on the Commission on Revenue Allocation (CRA) and Office of Controller of Budgets on how they share national resources among counties.
Perembata said the inputs generated from bench marking visit to Kenya and the recent concerns raised at the public hearings conducted by lawmakers will be incorporated to enrich the bill.
She said the bill will set up a national annual resources sharing modality with sub-levels of governments.
“The need for councils of states to set parameters as the basis of revenue allocation to states, administrative and county governments for instance population level of poverty, basic share, health index, land area, road index, urban index, development index and physical responsibility,” Perembata said.
Natelina Amjima Malek, the Deputy Chairperson of the Parliamentary Committee for Information and Communication said the bill was adopted by the house with all recommendations, observations and amendment.
