  1. The Ministry of\u00a0General Education and Instruction\u00a0has received\u00a0<\/em>financing from the World Bank toward the cost of the\u00a0Building Skills for<\/strong>Human Capital Development in South Sudan<\/strong>\u00a0and intends to apply part of the proceeds toward payments under the contract for\u00a0Rehabilitation of<\/strong>\u00a0<\/strong>Wau<\/strong>\u00a0<\/strong>Teachers\u2019 Training Institute.<\/strong>\u00a0<\/strong>For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank\u2019s Disbursement Guidelines for Investment Project Financing.\u00a0<\/li>\n\n\n\n
  2. The Ministry of\u00a0General Education and Instruction\u00a0now invites sealed Bids from eligible Bidders for\u00a0Rehabilitation of Wau<\/strong>\u00a0<\/strong>Teachers\u2019 Training Institute as per the Schedule of Requirements below:<\/strong>\u00a0<\/li>\n<\/ol>\n\n\n\n

Bidding will be conducted through Open National competitive procurement using Request for Bids (RFB) as specified in the World Bank\u2019s \u201cProcurement<\/a> Regulations for IPF Borrowers July 2016, revised September 2025<\/strong> <\/strong>(\u201cProcurement Regulations\u201d), and is open to all eligible Bidders as defined in the Procurement Regulations that meet the following requirements: <\/p>\n\n\n\n

Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank\u2019s \u201cProcurement<\/a> Regulations for IPF Borrowers- Procurement in Investment Projects Financing\u201d and is open to all eligible Bidders as defined in the Procurement Regulations that must have the following:\u00a0<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n\n\n\n

        (A): A Bidder registered within South Sudan:<\/strong> <\/p>\n\n\n\n

        (B): For Bidders registered outside South Sudan: authenticated copies of the following should be provided in the bid<\/strong> <\/p>\n\n\n\n

        1. Valid Legal Status of Company\u00a0<\/li>\n\n\n\n
        2. Certificate of Incorporation and necessary legal permits to conduct business.\u00a0<\/li>\n\n\n\n
        3. Valid Income Tax Clearance certificate from home country\u00a0indicating\u00a0that\u00a0company\u00a0has duly paid all his\/her tax liability over the last two years.\u00a0
          1. Interested eligible Bidders may obtain further information from the\u00a0Department of Procurement<\/strong>, Project<\/strong>\u00a0<\/strong>Implementation Unit<\/strong>\u00a0<\/strong>(PIU)<\/strong>\u00a0<\/strong>of Ministry of<\/strong>\u00a0<\/strong>General Education and instruction<\/strong>\u00a0<\/strong>and inspect the Bidding document during office hours\u00a0<\/strong>from\u00a0<\/em>0900 to 1700 hours South Sudan local time<\/strong>\u00a0<\/em>on working days at the address given below.<\/em>\u00a0<\/li><\/ol>\n

            1. The Bidding document in\u00a0English language<\/strong>\u00a0shall be transmitted to all eligible Bidders.
