The government has reaffirmed its commitment to implementing contributions to the Social Insurance Fund as part of efforts to strengthen social protection for workers in South Sudan.
Speaking to the media after a meeting in Juba on Tuesday, Caretaker Minister of Information, Communication Technology and Postal Services, Ateny Wek Ateny, said the National Social Insurance Fund (NSIF) is a government policy that must be implemented.
“Both sides agreed that all telecommunication companies, Internet Service Providers (ISPs), postal and courier operators, and ICT companies are required to comply with the mandatory registration of employers and employees and the remittance of social insurance contributions to NSIF in accordance with the law,” Ateny said.
Ateny said the National Social Insurance Fund Act, 2023, established the NSIF to provide social protection for workers across South Sudan.
He added that measures are being put in place to strengthen cooperation between the ministry and the National Social Insurance Fund.
Ateny said the implementation framework for the National Social Insurance Fund includes public sensitization, compliance mechanisms, registration of private-sector employers and employees, and the remittance of monthly social insurance contributions.
Ateny directed the Undersecretary and the Director General of the National Communication Authority (NCA) to convene a stakeholders’ meeting with all companies operating in the telecommunication sector to discuss and facilitate the implementation of NSIF Administrative Circular No. 01/2026.
He said the NSIF management and the Ministry of Information, Communication Technology and Postal Services will jointly facilitate the registration of workers in the communications sector, while ensuring the establishment of accurate records and individual social insurance accounts.
Ateny warned individuals and groups against publicly inciting opposition to the implementation of the National Social Insurance Fund (NSIF).
He urged concerned parties to address their grievances through constructive dialogue and established institutional channels with the NSIF management and the Ministry.
For his part, Reech Ring Bol, Managing Director of the National Social Insurance Fund, said the Fund will coordinate with the Office of the Undersecretary and the National Communication Authority to prepare for the planned meeting with telecommunications sector stakeholders and develop a sector-specific programme.
“NSIF implementation will be guided by principles of transparency, accountability, and good governance, with the objective of protecting workers and their families against retirement, disability, employment injury, and other social risks,” he said.
“The meeting concluded with a shared commitment to ensure the orderly and legally compliance operationalization of the National Social Insurance Fund within the communication technology and postal services sector for the benefit of workers and national social security.”
